Citrus Heights police say the raid and arrests was the result of a "lengthy" investigation.

The house is actually zoned for commercial use, but the City of Citrus Heights does not allow any medical marijuana dispensaries. Investigators also said this dispensary was operating illegally for profit.

"The way it's supposed to work is everybody that's part of the group that's producing marijuana is supposed to have a hand in the cultivation and production of the marijuana, and you grow just enough for personal use," said Officer Chad Morris of the Citrus Heights Police Department. "This is clearly an operation that is not growing as a collective. This is a for profit operation."
